of Pakistan – Ministry of Climate Change & Environmental Coordination
(MoCC&EC), based at LG&RD
Complex, Sector G-5/2, Islamabad, has announced Situations
Vacant for a time-bound
development assignment under F.No. 1(22) Urban/Adaptation Fund. Applications are invited from Pakistani nationals for
contract-based positions for the project on “Formulation
of National Urban Strategy and Guidelines to Reduce the Impacts of Urban
Flooding, Droughts, Climate Disasters, and National Guidelines for Spatial
Planning Considering Climate Change/Disaster Risks in Pakistan”.
This recruitment includes the following
roles (listed separately with commas, as announced): Project
Director (PPS-10), Deputy Director (Urban Planning) (PPS-8), Deputy Director
(GIS) (PPS-8), Deputy Director (Admin & Finance) (PPS-8), Assistant
Director (IT) (PPS-7), Office Assistant (PPS-06), Naib Qasid (PPS-02), and
Internees (Entry Level). The positions are offered on
a purely
contract basis for a period of ten (10) months, and selection will be carried out as per approved
ToRs for each post.

in managerial/senior
technical urban planning roles.

Provide
leadership to shape National
& Regional Urban Strategies, policy
pathways, and related programs/projects for urban development.
Steer
planning processes and guide technical teams toward deliverables aligned with
national priorities.
Prior
experience of conducting similar assignments is considered an asset.

Deputy Director

Introduce
practical monitoring and evaluation approaches to track outputs and results.
Review
scenario-based monitoring reports related to climate change impacts on
urbanization and produce evidence-based
policy analysis.
Coordinate
with provincial stakeholders and support national-level supervision of
activities.
Contribute
to donor coordination, briefs, and resource mobilization—especially linked
to National
Climate Change Policy and Nationally Determined Contributions (NDCs).
Liaise with
potential donors and facilitate information-sharing and dialogue (examples
referenced include UNFCCC / UN-Habitat).

Deputy Director
(GIS) (PPS-8) – 01 Post
Eligibility

responsibilities (simplified):
Use GIS
modelling to assess climate risks such as flood hazard, storm surge, erosion,
and related impacts on urban areas.
Work with
rainfall, geological, socio-economic, and hydrology datasets (plus integration
with water quality monitoring, waste management data, etc.).
Prepare and
conceptualize map outputs after analysis of environmental and climate change
scenarios.
Apply GIS
tools: spatial referencing, data management, vector and raster analysis.
Maintain
strong writing/speaking skills in English
and Urdu.

Deputy Director
