The Government of Pakistan – Ministry of Climate Change & Environmental Coordination (MoCC&EC), based at LG&RD Complex, Sector G-5/2, Islamabad, has announced Situations Vacant for a time-bound development assignment under F.No. 1(22) Urban/Adaptation Fund. Applications are invited from Pakistani nationals for contract-based positions for the project on “Formulation of National Urban Strategy and Guidelines to Reduce the Impacts of Urban Flooding, Droughts, Climate Disasters, and National Guidelines for Spatial Planning Considering Climate Change/Disaster Risks in Pakistan”.

This recruitment includes the following roles (listed separately with commas, as announced): Project Director (PPS-10), Deputy Director (Urban Planning) (PPS-8), Deputy Director (GIS) (PPS-8), Deputy Director (Admin & Finance) (PPS-8), Assistant Director (IT) (PPS-7), Office Assistant (PPS-06), Naib Qasid (PPS-02), and Internees (Entry Level). The positions are offered on a purely contract basis for a period of ten (10) months, and selection will be carried out as per approved ToRs for each post.

Project Director (PPS-10) – 01 Post

Required profile (as per ToRs):

MS/BS (16 years) in Urban & Regional Planning / City & Regional Planning / Environmental Engineering (national or foreign university).

Higher degree in the relevant disciplines will be preferred.

At least 10 years of post-qualification experience, including work with government, UN system, international organizations, or private sector in managerial/senior technical urban planning roles.

Key responsibilities (ToRs-based):

Provide leadership to shape National & Regional Urban Strategies, policy pathways, and related programs/projects for urban development.

Steer planning processes and guide technical teams toward deliverables aligned with national priorities.

Prior experience of conducting similar assignments is considered an asset.

Deputy Director (Urban Planning) (PPS-8) – 01 Post 

Eligibility highlights:

Master’s/BS (16 years) in Urban & Regional Planning / City & Regional Planning / Civil Engineering from an HEC-recognized university.

At least 5 years post-qualification experience.

What the role focuses on:

Introduce practical monitoring and evaluation approaches to track outputs and results.

Review scenario-based monitoring reports related to climate change impacts on urbanization and produce evidence-based policy analysis.

Coordinate with provincial stakeholders and support national-level supervision of activities.

Contribute to donor coordination, briefs, and resource mobilization—especially linked to National Climate Change Policy and Nationally Determined Contributions (NDCs).

Liaise with potential donors and facilitate information-sharing and dialogue (examples referenced include UNFCCC / UN-Habitat).

Strong-fit: urban planning policy, climate risk planning, M&E, stakeholder coordination, NDCs, donor liaison.

Deputy Director (GIS) (PPS-8) – 01 Post

Eligibility highlights:

Master’s/BS (16 years) in Geography / Remote Sensing / GIS (HEC-recognized).

At least 5 years of relevant post-qualification experience.

ToRs-based responsibilities (simplified):

Use GIS modelling to assess climate risks such as flood hazard, storm surge, erosion, and related impacts on urban areas.

Work with rainfall, geological, socio-economic, and hydrology datasets (plus integration with water quality monitoring, waste management data, etc.).

Prepare and conceptualize map outputs after analysis of environmental and climate change scenarios.

Apply GIS tools: spatial referencing, data management, vector and raster analysis.

Maintain strong writing/speaking skills in English and Urdu.

Deputy Director (Admin & Finance) (PPS-8) – 01 Post

Eligibility highlights:

MBA-Finance / M.Com from an HEC-recognized university.

At least 3 years post-qualification experience (preferably in government/intergovernmental sector).

Implement project financial and administrative policies.

Prepare and present project progress (physical + financial) in monthly/quarterly/yearly reviews.

Support meetings, workshops, and seminars (including financial handling).

Maintain petty cash, cash registers, general ledger, and accurate records for project accounts.

Support procurement: tender documents, bid tabulation support, checking invoices, initiating payment requests.

Handle administrative issues, including payroll processing, record management, filing systems.

Inventory management for expendable/non-expendable items.

Act as focal person for yearly project audit.

Assistant Director (IT) (PPS-7) – 01 Post

Eligibility highlights:

Master’s Degree in Computer Science or relevant HEC-recognized field.

At least 3 years post-qualification experience.

Manage and implement the project’s e-governance component and provide advisory/implementation support.

Help develop and maintain an online dashboard for planning and monitoring.

Establish and maintain local server setup, including network policies and password/driver management.

Oversee LAN hardware/software issues.

Maintain/upgrade discussion forum features on the website when needed.

Support web/mobile-based applications for water quality monitoring and reporting.

Ensure security, backups, integrity, and recovery of project data.

Troubleshoot IT equipment and related communications systems.

Office Assistant (PPS-06) – 01 Post

Eligibility highlights:

Bachelor’s degree from an HEC-recognized university.

At least 3 years post-qualification experience.

Receipt and issuance of official letters.

Movement and record of office files/correspondence/publications.

Support any other official duty assigned by the Project Director.

Naib Qasid (PPS-02) – 02 Posts

Eligibility highlights:

Middle level education.

Assist with office work and general support tasks.

Internees (Entry Level) – 05 Seats
