The Project
Implementation Unit (PIU) of the Sindh
Secondary Education Improvement Project (SSEIP)—working under the School Education & Literacy Department (SELD),
Government of Sindh—has issued an Invitation
for Submission of Expression of Interest (EOI) for hiring individual consultants. These positions are linked with Asian
Development Bank (ADB) financing under Loan
3845-PAK and Loan 4409-PAK (COLL).
The project’s overall objective is to strengthen
secondary education in Sindh by improving infrastructure, enhancing teaching
and learning capacity, and supporting reforms (including improvements in
secondary education examinations). The consultants will support PIU–SSEIP in
specialized areas including financial management, monitoring & evaluation, and environmental/social safeguards, along with finance team support roles.
This is a professional, policy-and-delivery
focused opportunity for experienced candidates who can work in a structured
development project environment, maintain documentation standards, and
coordinate with government and ADB requirements.
Chief Financial
Management Specialist (CS-02(b))
Scope
of Work (what you will do):
The CFMS will assist and provide strategic and operational support to the
Project Director/PIU in establishing and strengthening financial
management, internal controls, fiduciary oversight,
and accountability. The position requires ensuring that project
funds are managed with the highest standards of transparency, compliance
with Government Financial Rules, and alignment with ADB
financial management and disbursement procedures applicable to the
project.
Minimum
Qualification (education):
Master’s
degree in Finance, Accounting, Business Administration, or a
related field from a recognized university
Professional
certifications in banking/finance/accounting are viewed positively
Experience
requirements:
✅ Minimum general experience: 15
years
✅ Minimum specific experience: 5
years, including (as highlighted in the notice) work in financial scrutiny,
expenditure verification, documentation review, budget/expenditure analysis,
internal controls, coordination with audit/finance/accounts for reconciliation
and reporting, preparation of MIS reports for senior management, and experience
dealing with government financial rules and public sector expenditure systems.
Experience
in donor-funded projects may be an added advantage.
2) Chief
Monitoring and Evaluation Specialist (CS-03(a))
Scope
of Work:
This position is responsible for establishing and operating a project
performance management system to monitor implementation progress and
evaluate project impacts. The specialist will oversee reporting on project
monitoring and evaluation activities, ensuring evidence-based tracking and
structured reporting aligned with project results.
Minimum
Qualification:
Postgraduate
degree in relevant disciplines such as Statistics, Sociology,
Education, Social Sciences, Economics, Information Technology, or other
relevant fields
Strong
command of quantitative and qualitative research methods and
reporting
Experience
requirements:
✅ Minimum general experience: 15
years
✅ Minimum specific experience (relevant to
assignment): 10 years
Strong
computer skills and the ability to produce high-quality documentation and
reports are emphasized.
3) Environment
and Social Safeguard Specialist (CS-07(a))
Scope
of Work:
The specialist will review and endorse site-specific Environmental
Management Plans (EMPs) prepared by the Supervision Consultants for
construction of schools and, where needed, update the Initial
Environmental Examination (IEE) Report. The role includes coordination with
meaningful consultations involving communities and relevant stakeholders in
areas of influence, and ensuring safeguards documentation is properly shared
and implemented during the project lifecycle.
Minimum
Qualification:
Graduate
degree in Environmental Science, Biological Sciences, Ecology, Social
Science, or a related field
Experience
requirements:
✅ Minimum general experience: 15
years
✅ Minimum specific experience (relevant to
assignment): 10 years
Demonstrated
ability to work in public sector settings, manage documentation, and coordinate
safeguards implementation.
Familiarity
with ADB or other international donor-funded projects is considered desirable.
4) Accountant
(CS26-AF)
Scope
of Work:
The Accountant will assist the Chief Financial Management Specialist, Project
Director, Project Manager/Deputy Project Manager, and the PIU Project Finance
Team in day-to-day financial management and accounting matters for SSEIP.
Qualification
& Experience (as stated):
At least
a Bachelor’s degree in Accounting and/or Finance or
related field
Preferably ACCA or
similar professional qualification
Minimum 05
years of experience in accounting/finance, including at least 02
years with international donor-funded projects (preferably ADB)
5) Junior
Financial Management Specialist (CS27(a)-AF)
Scope
of Work:
This role supports the CFMS and project finance leadership in day-to-day
financial management, expenditure scrutiny, documentation review, and
reporting. The position is suited for candidates who can maintain strong
documentation standards and work across finance, audit, and procurement records
to support transparent project finance operations.
Minimum Qualification:
Master’s degree in Finance,
Accounting, Business Administration, or related field
Banking/finance/accounting certifications are preferred
Sound understanding of public sector financial rules,
internal controls, audit processes, documentation standards, and expenditure
verification systems
Experience requirements:
✅ Minimum general experience: 7 years
✅ Minimum specific experience: 3 years, including financial scrutiny, expenditure
verification, documentation review, budget/expenditure analysis, internal
controls, coordination with audit/finance/accounts for reconciliation and
reporting, and preparation of financial/MIS reports.
