Karachi Water &
Sewerage Corporation (KW&SC)—through its Project Implementation Unit (PIU)
for the Karachi
Water & Sewerage Services Improvement Project (KWSSIP-II)—is inviting Expressions
of Interest (REOI) for the selection of individual
consultants in Karachi. This opportunity covers four
senior consulting roles: Deputy
Project Director, Manager
Procurement/Contracts, Gender
Specialist, and Project
Management Specialist / Planning Engineer. The PIU intends to use part of the project proceeds to make
eligible payments for these consultancy services under a donor-funded
environment, including financing linked with International Bank for
Reconstruction and Development (IBRD) / Asian Infrastructure Investment Bank
(AIIB) arrangements.
Deputy Project
Director (01 Position)
This is a
senior leadership consulting role aimed at strengthening PIU delivery,
coordination, planning, and performance monitoring across a major
infrastructure improvement program.
✅ Minimum
education (as stated):
Master’s
degree in Civil Engineering, Water Resources Management, Environmental
Engineering, Public Administration, or a related field.
✅ Experience
required:
Minimum 10
years managing large-scale infrastructure projects
At
least 5 years in a senior leadership role
✅ Preferred
strengths (highly valued):
Professional
certification such as PMP, Lean Six Sigma (or equivalent)
Training/experience
in FIDIC contract management and utility operations
Strong
command of project software such as Primavera or Microsoft
Project
Familiarity
with task/issue tracking tools like Jira or Asana (for
planning, scheduling, tracking, reporting)
Digital
tools for performance monitoring, workflow automation, and proven experience
in risk management
Prior work
in donor-funded project environments (especially WB/AIIB contexts)
Best
fit: Leaders who can keep delivery on track while
protecting governance, reporting quality, and stakeholder coordination.
2) Manager
Procurement/Contracts (01 Position)
This role
focuses on procurement systems and contract administration—especially for civil
and mechanical works—within a structured donor-funded framework.
✅ Minimum
education (as stated):
Bachelor’s
(16 years of education) from an HEC-recognized or international university
in Engineering, Law, Business Administration,
or another relevant discipline
Plus one of
the following advantages:
Master’s in
Engineering or Business Administration OR
International
certification/diploma in public procurement / supply chain
✅ Experience
required:
Minimum 10
years in procurement and contract management
✅ Preferred
profile:
Experience
on major civil and mechanical works projects
Exposure to
procurement/contract management practices of the World Bank or other
multilateral development partners
Strong
hands-on experience with FIDIC contracts, large-scale procurements,
and contract administration
Capability
in claims evaluation, dispute resolution support, and service on
Procurement Evaluation Committees with impartiality and competence
Best
fit: Procurement professionals who can manage the full
cycle—planning → tendering → evaluation → award → administration—without
documentation gaps.
3) Gender
Specialist (01 Position)
A key
social safeguards-focused position designed to ensure gender-responsive
delivery and safe, inclusive engagement—particularly important in urban
water/sanitation projects.
✅ Minimum
education (as stated):
Advanced
degree in Gender Studies, Social Development, Sociology, Anthropology, Public
Policy, or related field
✅ Experience
required:
Minimum 7–10
years in gender, social development, GBV/SEA/SH prevention,
and community engagement
✅ Knowledge
& skills highlighted:
Demonstrated
knowledge of World Bank ESF and gender-related policies,
including SEA/SH Good Practice Notes
Experience
on large infrastructure projects or urban water/sanitation projects
Proven
experience with gender-responsive stakeholder engagement and GRM processes
Familiarity
with the Pakistan/Sindh context; familiarity with institutional structures and
knowledge of labor management, resettlement, and social risk management is an
asset
Best
fit: Professionals who can turn policy into practical
action: safe reporting channels, respectful engagement, training, monitoring,
and measurable inclusion outcomes.
4) Project
Management Specialist / Planning Engineer (01 Position)
This role strengthens
scheduling, reporting, planning discipline, and project controls—helping the
PIU manage complex datasets and multi-stream delivery.
✅ Minimum education (as stated):
Bachelor’s or Master’s degree in Project Management, Engineering, Information Systems, or related field
✅ Experience required:
Minimum 7 years in
project management, preferably in infrastructure or donor-funded projects
✅ Tools & capabilities:
Proficiency in Primavera, MS Project, Master Schedule tools or similar
platforms
Ability to manage complex datasets
Familiarity with donor-funded project environments
(especially WB/AIIB contexts)
Best fit: Planning specialists who
can build schedules that leadership can actually use—realistic baselines, clear
milestones, progress measurement, and clean reporting.
