of Pakistan – Ministry of Climate Change & Environmental Coordination
(MoCC&EC) has announced situations
vacant for Pakistani nationals under the PSDP
project “Strengthening
Technical Capacities of Ministry of Climate Change & Environmental
Coordination (STC-MoCC&EC)”. These are contract-based
positions for an initial period of two (02) years, extendable on the basis of satisfactory performance and/or
till completion of the project. Opportunities are available in Islamabad (LG&RD
Complex, Sector G-5/2) across specialist and support roles
including Environmental
Specialist (Chemicals) (PPS-10), Marine Biodiversity Specialist (PPS-10),
Project Development Specialist (UNFCCC) (PPS-10), Communication Specialist
(PPS-10), Social Media Manager (PPS-08), Admin/Office Assistant (PPS-06) (02
posts), and Janitor/Cleaner (PPS-02) (02 posts).
Environmental
Specialist (Chemicals) – PPS-10 (Max Age: 52) ✅
Qualification
(minimum): BS/MSc (16 years) or MS/MPhil or PhD
in Environmental Sciences, Chemistry, Chemical Engineering, or
Industrial Engineering from a recognized national (HEC) or
international institution.
Experience: Minimum 10 years post-qualification in
Government/Semi-Government/Autonomous/Private organizations in a supervisory
capacity—especially in chemicals-related project management with
government agencies. International agencies/NGO experience is considered
valuable.
Key capability areas (as stated):
Handling
chemicals management, governance, compliance, and national/international
chemical conventions
Managing
PSDP and/or donor-funded projects and project cycle management
Leading
teams, building institutional linkages, capacity building, and awareness
activities
Working
knowledge of MS Office and relevant statistical software/tools
2) Marine
Biodiversity Specialist – PPS-10 (Max Age: 52) ✅
Qualification: Master’s
or PhD in Marine Biology, Ecology, Environmental Science, or a
related field (higher degree from a foreign university may be preferred).
Experience: At least 10 years post-qualification in
marine biodiversity, planning/management (particularly in the development
sector).
Strengths expected:
Marine
ecosystem understanding, conservation strategies, sustainable resource
practices
Project
management (planning, budgeting, evaluation)
Strong
communication and facilitation skills for diverse stakeholders
3) Project
Development Specialist (UNFCCC) – PPS-10 (Max Age: 52) ✅
Qualification: Master’s
in Climate Change / Environmental Engineering from a national
or foreign university (higher degree may be preferred).
Experience: At least 10 years post-qualification working
with Government/intergovernmental setups, UN system, or international
organizations at technical levels.
Core fit:
Designing,
managing, and implementing climate projects
Strong
grasp of project cycle management processes
Familiarity
with climate change negotiations / UNFCCC processes or MEAs
documentation and implementation (added advantage)
Donor
coordination exposure and solid MS Office skills
4) Communication
Specialist – PPS-10 (Max Age: 52) ✅
Qualification: MPhil
or higher in Mass Communication, Media Studies, Public Relations,
Journalism, Development Communication, Political Science, International
Relations, or Sociology.
Experience: Minimum 7 years of relevant experience
in strategic communications, public sector campaigns, or climate policy
outreach.
Must-have strengths:
Excellent
English writing and editorial skills + working knowledge of Urdu
Integrated
communication campaign planning and execution
Content
management, digital engagement tools, and audience analytics
5) Social Media
Manager – PPS-08 (Max Age: 35) ✅
Qualification: Master’s
or Bachelor (Hons) in Mass Communication / Digital Media / Media
Studies / Multimedia Arts / Public Relations / Journalism, or MBA
(Marketing/Communications).
Experience: Minimum 5 years managing
institutional/campaign-level social media platforms.
Tools & skills: Business Suite, Twitter/X tools, Buffer, Canva,
analytics platforms; strong English/Urdu storytelling; digital advocacy and
community engagement.
6) Admin / Office
Assistant – PPS-06 (02 Posts) (Max Age: 30) ✅
Qualification: 16
years of education in Business Administration, Computer Science, or
Software Engineering (HEC recognized).
Experience: At least 3 years relevant
post-qualification experience in Government/private sector.
Requirement: Strong command of Microsoft Office.
7) Janitor /
Cleaner – PPS-02 (02 Posts) (Max Age: 45) ✅
Qualification: Primary/Middle
with basic know-how of office keeping and cleanliness support.

Policy & project support: preparing briefs, progress updates,
stakeholder notes, and implementation tracking for climate/environment
initiatives
Project cycle management: planning, coordination, reporting,

departments, technical bodies, academia, development partners, and implementing
teams
Digital communications: content planning, copywriting, public
awareness messaging, analytics reporting, and campaign execution
