Punjab Mineral Company (Pvt.) Limited (PMC)—wholly owned by the Government of the Punjab—is inviting high-caliber leaders for four C-suite/Group-Head roles on a performance-based contract. The corporation’s mandate is to identify, explore, develop, and commercially utilize Punjab’s mineral resources to support sustainable growth, private investment, and responsible resource management.

Open positions include: Chief Financial Officer (CFO), General Manager (Business Development), General Manager (Technical & Operations), and General Manager (Support Services). The maximum age is 55 years (on the application closing date). The duty station is primarily Lahore, with frequent field travel across Punjab’s mineral belts.

Chief Financial Officer (CFO)

Develop and execute finance strategy, annual operating plan, and long-range plan aligned to the mineral portfolio.

Ensure IFRS-compliant financial statements, robust management reporting, and evidence-ready audit trails.

Oversee treasury, working capital, cash forecasting, and bank/investor relations.

Strengthen the internal control framework, including risk registers, delegation of authority, and ERP controls.

Support transactions (JVs, PPPs, off-take agreements), commercial due diligence, and valuation.

Guide tax planning, compliance, and public sector governance requirements.

Serve as a strategic advisor to the CEO and Board/Audit Committee.

GM Business Development

Build a deal pipeline: licensing/JV opportunities, quarry commercialization, and industrial linkages.

Conduct market intelligence, pricing analysis, and secure off-take and logistics options.

Structure PPP/BOO/BOT frameworks, financial models, and risk-sharing mechanisms.

Lead investor outreach and champion ease of doing business with public agencies.

Convert geological data into bankable information memoranda for partners and lenders.

GM Technical & Operations

Drive exploration-to-production lifecycle: resource estimation, mine design, grade control, and HSE.

Coordinate EPC/EPCM contractors, drilling, blasting, crushing, and beneficiation operations.

Implement QA/QC, assay protocols, reconciliation, and maintenance excellence.

Deliver feasibility studies (scoping/PFS/FS), environmental and social assessments, and permitting.

Institute operational KPIs (availability, recovery, cost per ton) and continuous improvement.

GM Support Services

Lead HR strategy, workforce planning, succession, and performance management.

Oversee procurement in line with applicable rules; manage vendor performance and contracts.

Provide legal & company secretarial support; ensure statutory filings and board procedures.

Govern IT/ERP, cybersecurity, and data policies; manage facilities, transport, and security.

Build a culture of ethics, safety, and inclusion.
