(Islamabad) | Deputy Manager, Assistant Manager, Sub Engineer (Contract)
The National Disaster Management Authority (NDMA), Prime Minister’s
Office, Government of Pakistan has announced five open-merit vacancies on a purely contractual basis for an initial term
of 24 months (extendable as required) in
Islamabad. Positions include Deputy
Manager (Development Partner), Deputy Manager (Infrastructure), Assistant
Manager (UN), Assistant Manager (GIS Development), and Sub Engineer (Buildings
& Roads—B&R). All roles are offered on a lump-sum pay package equivalent to PPS grades and
will be filled strictly on open merit.

Deputy Manager
(Development Partner) – PPS-8
What you’ll
do: Coordinate with international donors and
development partners (World Bank, ADB, UN agencies, bilateral programs)
on DRR/DRM portfolios, grants, and technical assistance. Track
project cycles, align with NDMA strategic plans, prepare concept notes/PC-I
inputs, and support monitoring & evaluation.
The profile
that fits: Master’s degree in Public
Policy, Development Studies, Economics, Disaster Management, or International
Relations with hands-on experience in partner engagement, proposal
development, and fiduciary/reporting protocols. Strong writing and stakeholder
management skills are critical.
Why it
matters: Quality partner coordination unlocks funding,
technology transfer, and capacity building for national resilience.
2) Assistant
Manager (UN) – PPS-7
What you’ll
do: Serve as the UN coordination focal point for
NDMA—support UN clusters, help manage flash appeals, and
align SOPs with UNOCHA and relevant UN agencies. Assist in
drafting MoUs, organizing joint assessments, and maintaining an
updated calendar of UN-NDMA activities.
The profile
that fits: Master’s or bachelor’s with
experience in humanitarian coordination, multilateral
engagement, and protocol/communications. Familiarity with UN
cluster system, situation reports (SITREPs), and humanitarian program cycles is
a big plus.
3) Assistant
Manager (GIS Development) – PPS-7
What you’ll
do: Build and maintain GIS applications,
dashboards, and spatial databases to support hazard/risk mapping,
early-warning visualization, logistics planning, and damage/needs assessments.
Integrate satellite/remote sensing data, CAD layers, and field data into usable
decision-support tools.
The profile
that fits: Degree in GIS/Geoinformatics/Computer
Science/Remote Sensing with practical expertise in ArcGIS/QGIS, web
mapping (Leaflet/Mapbox/ArcGIS Online), PostGIS, and data APIs.
Experience with Python/R for geospatial analysis will stand
out.
4) Deputy Manager
(Infrastructure) – PPS-8
What you’ll
do: Lead resilient infrastructure planning
and audits, develop retrofit/mitigation guidelines, and vet public
works from a DRR lens. Support damage assessments post-disaster
and advise on Build Back Better principles across B&R,
water supply, flood defenses, public buildings, and critical
lifelines.
The profile
that fits: Civil/structural engineer with
post-graduate expertise preferred; experience in codes & standards
(seismic, wind, flood), BoQs, and contract
administration will be beneficial.
5) Sub Engineer
(B&R) – PPS-6
What you’ll
do: Assist senior engineers with site surveys,
quantity take-offs, drawings, and quality control for buildings
and roads. Maintain site records, test reports, and contractor compliance
with safety and DRR guidelines.
The profile
that fits: DAE (Civil) or
equivalent, plus solid command over AutoCAD, field supervision, and
measurements/testing. Willingness to travel on short notice is important.
The National
Disaster Management Authority (NDMA) is
Pakistan’s apex body for disaster risk management (DRM) under the National Disaster Management Act. Reporting to the Prime Minister’s Office, NDMA leads the national cycle of prevention,
preparedness, response, recovery, and reconstruction. It coordinates with provincial
authorities, line ministries, armed forces, UN agencies, development partners,
and NGOs to protect lives and
livelihoods from natural and man-made hazards.
NDMA’s priorities include:
Risk Assessment & Early Warning: Hazard profiling, seasonal
advisories, and early-warning diffusion.
Response & Relief: National coordination room, situation
reports, logistics, and inter-agency tasking.
Resilient Recovery: Damage & loss assessments, Build Back Better guidelines, and
reconstruction oversight.
Capacity & Standards: SOPs, simulation exercises, and
standards aligned with global frameworks such as the Sendai Framework for Disaster Risk Reduction.
