Human Rights & Minorities Department Punjab Jobs 2026 – Human Rights Policy Consultant, Media Manager, Graphic Designer, Video Editor, Content Writer, SEO Expert & Cameraman/Drone Operator (Lahore)

The Human Rights & Minorities Department, Government of Punjab has issued a Vacancy Announcement to hire project-based human resource on a lumpsum (fixed monthly) basis for the project titled “Development the HR&MA Department’s Capacity and Increasing Awareness of Human Rights”. These appointments are on open merit and will run for the project period ending 30.06.2026.

Applications are invited from candidates holding Punjab domicile for the following positions: Human Rights Policy Consultant, Media Manager (PPS-8), Graphic Designer, Video Editor (PPS-7), Content Writer, SEO Expert, and Cameraman cum Drone Operator. All posts are based in Lahore, Punjab, and are ideal for professionals who want to contribute to public service communication, digital outreach, human rights policy support, and awareness campaigns—while working in a structured government setup.

Human Rights Policy Consultant (1 Post)

Required Qualification (as per ad):

PhD in Human Rights / Political Science / International Relations / Law / International Law / Peace & Conflict Studies / Diplomacy / Public Policy / Governance / Social Work / Sociology / Gender Studies / Anthropology OR

MPhil/MS (18 years) in the above fields with at least 10 years experience in human rights policy making and implementation.

Core responsibilities (as mentioned):

Conduct research on human rights issues and support development of policy recommendations

Assist with integration of human rights into government departments’ policies and procedures

Facilitate consultations, seminars, trainings, and workshops on human rights

Contribute to development of training materials for human rights awareness programs

2) Media Manager (PPS-8) (1 Post)

Minimum Qualification:

BS/MSc/MA (16 years) in Mass Communication / Journalism / Communication / Management Sciences (or equivalent) from an HEC-recognized institution, with minimum 10 years relevant experience.

Key responsibilities (as mentioned):

Liaison with line departments to ensure effective communication and coordination

Strengthen outreach through public-private coordination and resource mobilization

Engage corporate entities for CSR initiatives and collaborations

Arrange and facilitate meetings with religious clergy for interfaith harmony and consensus building

Manage internal and external communications, media relations, and event support

Coordinate with DGPR and publicize achievements on print/electronic/social media

Handle social media platforms, approve content calendars and campaign strategies

Develop and manage online advertising campaigns on social media

3) Graphic Designer (1 Post)

Minimum Qualification:

BS/MSc/MA (16 years) in Graphic Design / Visual Communication (or equivalent), with minimum 3 years relevant experience and proficiency in Adobe Photoshop, Illustrator, InDesign, etc.

Key responsibilities:

Design digital and print materials (banners, brochures, posters, etc.)

Develop branding elements and campaign visuals

Create infographics to simplify data and messages

Ensure visual consistency across all content

Support social media and event collateral design

Maintain a library of design assets for reuse and standardization


4) Video Editor (PPS-7) (1 Post)

Minimum Qualification:

BS/MSc/MA (16 years) in Media Studies / Film Production (or equivalent) with at least 3 years professional video editing experience and command over Adobe Premiere Pro, Final Cut Pro, DaVinci Resolve, etc.

Key responsibilities:

Edit raw footage into compelling digital stories

Add transitions, effects, text overlays, and sound mixing

Edit documentaries and public service message packages

Ensure content meets platform requirements (Facebook, YouTube, etc.)

Support live event coverage and quick-turnaround editing

Maintain archives and consistent visual flow across outputs


5) Content Writer (1 Post)

Minimum Qualification:

BS/MSc/MA (16 years) in English / Urdu / Mass Communication (or equivalent) with minimum 3 years relevant experience.

Key responsibilities:

Write website content, articles, and digital platform copy

Draft press releases, speeches, and promotional scripts

Coordinate with designer/video team for unified messaging

Edit and proofread for clarity and accuracy

Stay updated on government policies and initiatives

Develop new campaign ideas and outreach concepts


6) SEO Expert (1 Post)

Minimum Qualification:

BS/MSc/MA (16 years) in IT or relevant field, with minimum 3 years experience in SEO/SEM strategies and strong grip on Google Analytics, Search Console, Semrush (and similar tools).

Key responsibilities:

Improve visibility of the department’s digital content

Keyword research and competitor analysis

Optimize content structure, meta tags, and on-page SEO

Track traffic, engagement, and performance metrics

Produce performance reports and refine strategy

Monitor algorithm updates and apply practical improvements

7) Cameraman cum Drone Operator (1 Post)

Minimum Qualification:

Intermediate or Diploma in Film/Media/Photography, with minimum 3 years relevant experience.

Key responsibilities:

Operate cameras and supporting equipment for events and outreach

Set up and maintain tripods, lenses, lighting, and gear

Capture aerial footage of sites/events and operate drone safely as per regulations

Plan and execute drone shots and maintain well-organized footage archives

Ensure footage aligns with campaign themes and production needs
